Brownfields RFQ

C3 of Northwest Alabama (Northwest Alabama Economic Development Alliance) is seeking a qualified environmental consulting firm to serve as its consultant under a U.S. EPA FY2026 Community-Wide Brownfields Assessment Grant. The selected firm will perform Phase I and Phase II environmental site assessments, cleanup-alternatives analyses, and reuse planning across Marion, Lamar, and Fayette counties.

Full scope, requirements, and submittal instructions are in the Request for Qualifications and Proposals (RFQ/P No. BF-2026-01) below. Proposals are due September 18, 2026 at 4:00 p.m. CST and should be submitted to Jamie Christian at jchristian@northwestalabamaeda.org.

QUESTIONS/UPDATES (as of 9.14.26):

Question 1: “Section 7 states that cost/price is weighted at 25%, and the price-scoring formula awards 25 points to the lowest evaluated price. However, the evaluation table assigns 10% (10 points) to cost/price and totals 100 points. Please clarify the intended weight and point value for cost/price and, if cost/price is intended to be 25 points, please provide the corrected weights and point values for the remaining evaluation factors.”

Answer/Correction 1: In Section 7, the paragraph below the Evaluation Factors table should read “Cost/price (Factor 6) is scored objectively, not by opinion: the
lowest total evaluated price from Attachment B receives the full 10 points, and each other offeror receives (lowest total evaluated price ÷ that offeror’s total evaluated price) × 10. The corrected version of the RFQ is now linked above.
